Senmiao Technology Limited (AIHS) has engaged a government relations and strategic advisory firm led by Justin Evans to support its AI data center business expansion across multiple states. Evans brings two decades of experience in economic development, site selection, permitting, and incentive qualification. The engagement supports AIHS's Nebula Matrix AI joint venture with Constant Energy Construction Corp., which aims to develop, invest in, construct and operate AI data centers in the United States.
